Gather these parts for the cart
Superglue the sides into the cart base as shown leaning out with the engraved detail facing out
Glue wagon wheels onto the axles sticking out of the base.
You’re all done!
Prime with Rust-o-leum Profesional Enamel flat black and paint as normal with hobby paints.
